What It Is

ITAR, administered by the U.S. Department of State, regulates the export and handling of defense articles, defense services, and related technical data on the United States Munitions List (USML).

It requires that controlled technical data be accessible only to U.S. persons, with strict logical and physical access controls, data segregation, and reporting obligations. Violations carry severe civil and criminal penalties, including debarment from future defense contracts.
